You may be surprised to learn that the Provincial Government implemented a moratorium on float homes ten years ago as a "temporary" two-year measure to develop policies for their management. However, this moratorium has been continuously renewed every two years, most recently in March 2025. The reason? A good question!




Despite citing various concerns—such as environmental impact, costs to the province, First Nations access, and public accessibility—no scientific evidence or documentation has been provided to substantiate these claims.


At an event in Ladner on March 18th, hosted by the South Fraser River Enhancement Society (SFRES) and the Float Home Association of BC (FHA), the issue of the moratorium was raised during discussions with the Honourable Randene Neill. While the FHA outlined the significant impacts on its members, SFRES advocated for an exemption for the City of Delta.

Float homes have long been an integral part of Delta’s housing landscape, offering unique living opportunities that are deeply woven into the community's identity.


Seeking an exemption underscores Delta’s commitment to responsible float home management through established zoning regulations that prioritize safety and environmental sustainability.


Requirements for New Float Homes in Delta:

  • Approval from the Provincial Government

  • Development Permit (City of Delta)

  • Building Permit (City of Delta)

  • Compliance with the BC Floating Home Standard 2003

  • Building Inspections (City of Delta)

  • Plumbing Inspections (City of Delta)

  • Occupancy Permit


By advocating for this exemption, SFRES acknowledges the distinct needs of Delta residents while promoting sustainable housing practices. A balanced approach—considering housing needs, local governance, and environmental policies—is essential for preserving the community’s character while addressing its evolving demands.
